How Does Secondary Specialization Work?
Later in the campaign, an Operator can add a second Specialization.
The second path adds another set of abilities and passives to the same build. It is not a second loadout and it is not swapped during combat.
The two slots are not equivalent: the primary grant is the one that reaches the top ranks, so which path stays Primary changes the build.
The verified difference between the slots is the ability grant. Both contribute to the same Operator at the same time; only the reachable ranks differ.

Secondary Specializations Should Fix Squad Gaps Too

Check three things in order. First, whether the campaign fact from Casualties of War is active in your save. Second, whether the path you picked has a secondary ability list — some paths only have a primary list. Third, whether your Operator is bound to a character path: Analytics (BR-1), Wayseeker (Tel-Rea), Astromech (BR-1) cannot take a shared second path.
